While the potential is there, Samuel has struggled with consistency but will look to try and put it all together going into his third season.

Samuel emerged as a capable starter in Year 2 and was forced into the role of top cornerback after the injury to J.C. Jackson in Week 7. While the 23-year-old hasn't developed into the opportunistic playmaker his father was, he hasn't been a weak link either as he's posted back-to-back seasons with 11 pass breakups. Samuel could end up playing primarily in the slot if both Jackson and Michael Davis are healthy to begin the season, but his flexibility as a boundary corner has been critical when the Chargers suffer their yearly rash of injuries.
